Description SUMMARY
Administers the appraisal process for the bank within an assigned territory that is in compliances with the bank’s policy and provisions of FIRREA, USPAP, TILA, Dodd Frank and other applicable regulations.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

Supervises the Ordering and Review Process of real estate appraisals for commercial and special asset loans

Establishes and maintains a list of approved appraisers based on credentials, abilities, geographic location, and market specialties. Develops good working relationships with appraisers and lending staff

Obtains bids, defines timing, and negotiates prices for appraisal assignments

Reviews appraisals to confirm compliance and quality. Discuss with appraisers any shortcomings and obtain revised reports. Follow up to insure the timely receipt of the reports

Generates and gather data on the economic condition of the real estate market for the lending territories and reports to chief risk officer on changes that affect the lending process, collateral value, or market trends.

Completes internal valuations and supports value questions raised by credit, lending and special asset officers

Provides all support necessary to meet the regulatory requirement for appraisals.

Stays abreast of changes in regulatory requirements to insure overall compliance

Helps set and follow the appraisal policy set by the Board of the bank.

Keeps data and files report on appraisal activity, approve appraisal invoices for payment and review.

SUPERVISORY RESPONSIBILITIES
Exercises the usual authority of a manager concerning hiring, staffing, training, performance appraisals, promotions, salary recommendations and terminations. Provides leadership by example at all times through support and endorsement of bank policy. Potentially will manage one or more review appraisers and support staff.

Requirements QUALIFICATIONS

High School diploma or GED equivalent

College degree - with a business major preferred

5 to 10 year’s experience desired with bank credit, commercial real estate lending or commercial appraisal services of which 3 years was as a bank reviewer

Maintain a State-Certified General Real Estate Appraisal License in good standing in Tennessee

MAI designation or candidate preferred

Understanding of appraisal theory

Knowledge of interest rate theory as it applies to the appraisal process

Knowledge of the real estate development & construction

Appraisal experience in Knoxville, Mid Tennessee, and Eastern Tennessee areas

Strong computer ability

Experience with Argus cash flow software

Solid communication skills both verbal and written

Negotiation skills

Ability to organize a large volume of data

Maintain a valid driver’s license
